UTAH WOMEN'S GOLF ASSOCIATION
ARTICLE I - NAME
The name of this organization shall be the Utah Women's Golf
Association.
ARTICLE II - PURPOSE
The purpose of this organization shall be to promote women’s golf in the state of Utah.
ARTICLE III - MEMBERSHIP ELIGIBILITY
Section 1. Utah Women's Golf Association Members
Any female at birth woman golfer (2008) who meets residency criteria,
with an established 18-hole handicap (UGA or equivalent), and who
has retained her amateur status may claim membership in the UWGA
association upon payment of annual dues. UWGA members must be 15
years of age or older or have a handicap of 18 or less. (2003)
Section 2.Eligibility for the Utah Women’s State Amateur and Utah Women’s Senior State Amateur
Eligibility for entry into the Utah Women's State Amateur or the Utah Women's Senior State Amateur shall be primary residency in the state of Utah with payment of Utah Income Tax (if applicable).
Exception for higher education students: Students who are currently or have been enrolled in an institution of higher education in the State of Utah during the calendar year in which the State Amateur is being played will be considered eligible.
ARTICLE IV - ORGANIZATION
The BOARD OF DIRECTORS of the UWGA shall consist of the Executive Board, Assistants to the Board, and Advisors to the Board. Other positions may be appointed at the discretion of the Board.
The Board of Directors organizational year shall be from November 1st to October 31st of the following year.

Section 1. Executive Board
The Executive Board should consist
of:
1. President
2. Vice President
3. Past President
4. Secretary
5. Treasurer
6. State Team Captain
7. Tournament Coordinator
8. Webmaster*
*The Executive Board shall have the option to appoint a Marketing & Communications Coordinator and/or Webmaster. Because of the technical requirements of these positions and the different skill levels of the rest of the Board, the Board may or may not be able to cover these responsibilities.
The Executive Board shall administer the "Standing Rules" of the UWGA. They shall consider changes to these rules by petition from any member(s) of the organization, all final decisions rest with the Executive Board. The Board shall notify the membership of major changes in the Fall and Spring Newsletters or on the UWGA website, whatever is appropriate, depending on timing. (Spring, 2008)
Section 2. Duties of the Executive Board Members:
The President is normally a three year position, starting with her term as Vice President, and following her Presidency with a term as Past President. She shall preside at all meetings and act as an ex-officio member of all committees. She may call special meetings with the consent of the other officers. She shall oversee and coordinate the efforts of the organization. The President is responsible for supervising the publication of the Spring & Fall Newsletters, and conducting the Spring and Fall general meetings. The President, with approval of the Board, shall appoint co-chairs for the four major tournaments and she will generally oversee all efforts in running said tournaments. If the president can no longer assume her duties, the Vice President then becomes the President, and the Executive Board shall immediately seek to appoint the vacant Vice Presidency to fulfill the term until the next election.
The Vice President is elected to a position where she serves the first year as Vice President, the second as President, and the third as Past President. She shall assume the duties of the president in the absence of that officer. She shall coordinate the nominations of individuals for the Fall elections, and shall assist the Board with the UWGA major tournaments.
The Treasurer shall keep an accurate record of all inventories, receipts and itemized account of all disbursements. She shall receive all monies and pay all debts. The treasurer shall collect all membership dues and club dues, keep membership list current for newsletter mailings and a list of eligible players for sanctioned tournaments and team play. She shall collect all financials from sanctioned tournaments and mail new members a copy of current newsletter. She shall keep and balance the bank account for the UWGA. She shall assist the Board with the UWGA major tournaments.
The Secretary shall keep accurate minutes of all board and general meetings. She shall assist the President in preparing and distributing President’s Packets at the General Spring Meeting, and assist the President with the preparation of the Spring and Fall Newsletter. She shall assist the Board with the UWGA major tournaments.
The State Team Captain shall divide the teams into divisions and create a schedule for State Team Play. During the course of Team Play, the State Team Captain shall assume the following duties: act as liaison between the teams and the UWGA; preside over team captains’ meetings; act as liaison among teams and collect and be responsible for all State Team monies, including team dues and tournament entry fees; collect the results of all team matches and forward them to the Web Master. The State Team Captain shall plan and run the playoffs to determine the State Team Champion, organize and run the Team Social Tournament and purchase the awards for division champions, state champion and team social tournament winners. She shall assist the Board with the UWGA major tournaments.
The Tournament Coordinator shall be responsible for the flighting, pairings, scoreboards, scorecards, hole assignments, and start times for the major tournaments sponsored by the UWGA. She shall also be responsible for verifying that the players’ handicaps are accurate for these tournaments, and for posting the tournament scores at the end of play. In addition, she shall keep track of all ‘holes-in-one’ that are achieved during the fiscal year and present trophies to those players during the Fall meeting.
The Webmaster shall be appointed by the Executive Board. She will update and revise information on the UWGA internet site that is provided by the UGA. She must have a good working knowledge of computers and software products. She will assist the Board with the UWGA major tournaments.
Section 3. Board Appointed Assistants
The Assistants to the Board of Directors are annual appointments and can consist of:
1. Assistant Team Captain
2 Co-Chairs of the UWGA major tournaments.
All Board Appointed Assistants must be approved by the Executive Board upon their appointment.
Other positions may be appointed by the Executive Board on an annual basis.
Section 4. Duties of Board Appointed Assistants
The Assistant State Team Captain shall assist the State Team Captain in all of her described duties (see Section 2) and be responsible for the Nine Hole team play.
The Co-Chairs of the UWGA Major Tournaments shall act as liaisons from the sponsoring golf course and assist the Executive Board in the preparation and management of the tournaments that they are appointed to assist with.
Section 5. Advisors to the Board
The advisors to the Board of Directors shall consist of:
1. The UGA Representative, who is the liaison between the UGA and the UWGA Board of Directors. She shall be invited to attend any of the UWGA Executive Board meetings, and other meetings as called upon.
2. The Marketing & Communications Coordinator shall be appointed by the Executive Board. She will design the Spring & Fall newsletters, programs for the Spring & Fall meetings, and other UWGA publications and documents (i.e., posters, thank you cards, programs for State Amateurs). She will also support the Board with any marketing, graphic and photographic needs. She will assist the Board with the UWGA major tournaments.
Other advisors may be appointed as needed.
Section 6. Board of Directors Voting Privileges
Members of the Executive Board are the only members with full voting privileges, with the exception of the President, who only votes in case of a tie.
There must be a 2/3 quorum of the Executive Board present for voting on discussion/decision items.
The Webmaster has annual voting privileges at the discretion of the Executive Board.
Section 7. Elections
The Webmaster shall post a ‘call for nominations’ to elected positions by July 1 on the UWGA website. Nominations shall be sent to the current Vice President for validation and presentation to the Executive Board. All nominees shall be current UWGA members in good standing. Any Utah resident that is an active member of the UGA/UWGA shall be eligible for an office.
The Vice President will contact all people nominated for offices and verify their agreement to run. It is important to verify with the person running for Vice President that they shall be fulfilling a three year term, if elected. The offices to be filled are: (Fall 1998).

If the Vice President cannot fulfill her presidency, a new president shall be elected at the Fall meeting after proper nomination procedures, and shall have to have served at least one year on the UWGA Executive Board.
If any other member of the Board of Directors cannot fulfill their term of office, the Executive Board shall appoint someone from the active membership to complete the remainder of the annual term of office.
ARTICLE V – FINANCIAL OPERATIONS
Section 1. Fiscal Year
The fiscal year for the UWGA operations and state membership dues shall be from November 1st to
October 31st.
Section 2. Dues
The Executive Board shall establish the UWGA membership dues amount. Dues should be received by March 1st of the current year. No entry fee to a UWGA Sanctioned Tournament shall be accepted until membership is current. Dues are neither refundable nor transferable.
Any expenditure (minor or major) will be determined by the UWGA Board of Directors. (Spring 2000)
Section 3. Use of Dues
The cost of the Fall and Spring meeting is to be taken from association dues.
Monies received from dues will be used to supplement the amount of money given to each state-sanctioned tournament. (Fall 1984)
All trophies to be awarded at State tournaments will be paid for out of the general fund, and not the individual tournament monies. (Fall 1998)
All participating Ladies Associations must pay dues to cover expenses for the President's packets and miscellaneous mailings to their associations. The board shall determine dues amount. (2001)
Section 4. Financial Audit
Annually, the UWGA Board will request a member(s) of the UWGA to review the financials. After the review, the member(s) will meet with the Executive Board to review her/their findings. This will be done before the financials are approved and closed at the Fall Membership Meeting.
Section 5. Inventory
The UWGA inventory consists of all property that belongs to the UWGA regardless of value. A current list of the inventory will be kept by the Executive Board Treasurer.
ARTICLE VI – MEETINGS
Section 1. General Membership
There shall be two general membership meetings annually, with the Executive Board meeting prior to the opening meeting. (Fall 1978)
The Spring Meeting shall be held on a Saturday in March, and the Fall Meeting shall be held on a Saturday in October. They shall be held at a place designated by the President and agreed upon by the Executive Board. (Spring 1995)
Section 2. Special Meetings
Special meetings may be called by the Board of Directors or by the President with the consent of the Executive Board.
ARTICLE VII – AMENDMENTS
Section 1. Notification
All proposed changes to the By-laws and Standing Rules must be presented to the UWGA Board of Directors in written form, as well as in person at least 45 days prior to the Fall or Spring Meeting. (Fall 2006)
Section 2. Approval
The Bylaws may be amended by a simple majority vote by those members voting (present at the membership meeting or those voting by proxy, mail, or email vote). (2002)

ATTACHMENT - UWGA PLANNING DOCUMENT
This Proposal was submitted by Pat Smith and passed at the 2007
Fall General Membership Meeting.
That the UWGA form a Planning Committee of 3-5 Non-Board members
of the UWGA, for the express purpose of formulating a 5-year plan
outline to help direct the future of the UWGA as an organization.
The Committee shall meet monthly as needed during the months between
the Fall and Spring General Membership Meetings of the UWGA.
The Committee shall present their 5-year plan outline at the Spring
2008 General Membership Meeting. The proposed 5-year plan outline
shall be accepted or rejected by a popular vote of the general membership.
If the plan outline is accepted, the Board shall then implement
the plan as nearly as is possible and in as timely a manner as possible.
The Committee is then dissolved. If the plan outline is rejected,
the general membership may vote to have the Committee modify the
plan and present again at the Fall Meeting, or they may vote to
simply dissolve the Committee.
The Committee should consist of women with of variety of ages,
backgrounds, golf experience, and a great desire to see women's
golf in Utah grow. A UWGA Board member should also be assigned
to the Planning Committee as a non-voting liaison between the Board
and the Planning Committee. Pat Smith was asked to chair the committee.
The 5-Year Planning Committee Report was passed in the 2008
Spring General Membership Meeting and is listed below. This document
will aid the Board in future planning.
1. Write a simple Mission statement for the organization
2. Introduce a proposal to amend Article 4 Section 2.
3. Co-run the Women's State Amateur with the UGA (gross only)
and consider limiting handicap to 15. Conduct a second very prestigious
tournament perhaps called the UWGA championship, paying both
gross and net.
4. Organize/Promote a mentoring program for all players.
5. Simplify rules for sanctioned tournaments. Move away from subsidizing
and toward true sanctioning.
6. Board should consider redefining each positions duties and
expanding the board for additional help.
7. Educate our members in all aspects of the game of golf, handicapping,
rules of golf, running tournaments, etc.
8. Grow the organization.
9. Work with the UGA to improve women's participation in UGA tournaments.
10. Add a UWGA junior golf membership.
11. UWGA membership card, include benefits (discounts) from golf
shops, golf courses, lessons, etc.
