BY LAWS of the
UTAH STATE WOMEN'S GOLF ASSOCIATION

ARTICLE I – NAME

The name of this organization shall be the Utah State Women’s Golf Association.

ARTICLE II - PURPOSE

The purpose of this organization shall be to foster and sponsor women’s golf in the state of Utah.

ARTICLE III - MEMBERSHIP ELIGIBILITY
Section 1. Utah State Women’s Golf
Association Members

Any woman golfer who meets residency criteria, with an established 18-hole handicap (UGA or equivalent), and who has retained her amateur status may claim membership in the USWGA association upon payment of annual dues. USWGA members must be 15 years of age or older or have a handicap of 18 or less. (2003)

Section 2. Eligibility for State Amateur and Senior State Amateur
Eligibility for entry into the Utah State Women’s Amateur or the Utah State Senior Amateur shall be established by USWGA membership and one of the following qualifications:

Primary residency in the State of Utah and payment of Utah Income Tax or,
Participating member of a Utah Ladies Golf Association or,
Membership in the Utah Junior Golf Association.

Section 3. Fiscal Year

The fiscal year for the USWGA operations and state membership dues shall be from January 1st to December 31st.

ARTICLE IV - ORGANIZATION
Section 1. Board of Directors

The Officers of the USWGA shall be the Executive Board which consist of:

3. Past President
4. Secretary
5. Treasurer
6. State Team Captain
7. State Handicap Chair
8. Marketing & Com. Coordinator*
9. Webmaster*

The Board of Directors shall consist of the Executive Board and the Chairs of the major USWGA tournaments: The chairs and/or co-chairs of the USWGA 4-Ball, the Utah State Women’s Amateur, the Utah State Women’s Senior Amateur will be appointed by the Executive Board. The Assistant State Team Captain shall be an appointed position.
Other positions may be appointed at the discretion of the board.

The officer’s organizational year shall be from the last Saturday in October to the last Saturday of October of the following year. (Spring 1988)

Section 2. Duties of Officers:

The President shall preside at all meetings and act as ex-officio member of all committees. She may call special meetings with the consent of the other officers.

The Vice President shall assume the duties of the president in the absence of that officer. She shall act as the association’s historian.

The Treasurer shall keep a record of all receipts and an itemized account of all disbursements. She shall receive all monies and pay all debts.

The Secretary shall keep accurate records of all association meetings. She shall take care of all membership updates, association correspondence and notify clubs of all meetings.

The State Amateur Chair/CO-Chair shall supervise and be responsible for the State Amateur Tournament.

The State 4-Ball Chair/CO-Chair shall supervise and be responsible for the State 4-Ball Tournament.

The State Team Captain and Assistant shall check and collect all score cards for team play and the team socials. She will then forward correctly adjusted scores to the state handicap chair for computer entry. She shall also be responsible for and handle all State Team
monies (State Team dues and award tournament fees). (Fall 1976)

The Assistant State Team Captain shall act as liaison between the handicap chair of each club and the state association. It will be her responsibility to monitor all tournament cards and state team scores.

The Executive Board shall have the option to appoint a Marketing & Communications Coordinator and/or Webmaster. Because of the technical requirements of these positions and the different skill levels of the rest of the Board, the Board may or may not be able to cover the following responsibilities.

The Marketing & Communications Coordinator shall design the Spring & Fall newsletters, programs for the Spring & Fall meetings, and other USWGA publications and documents (i.e., posters, thank you cards, programs for State Amateurs). She will also support the Board with any marketing, graphic and photographic needs.

The Webmaster shall update and revise information on the USWGA internet site that is provided by the UGA. She must have a good working knowledge of computers and software products.

Section 3. Elections

The Vice-president of the USWGA shall call for nominees for the election of officers from state members of individual clubs. Nominees do not have to come from their own clubs. (Fall 1978)

The Vice-president will contact all people nominated for offices and verify their agreement to run. The offices to be filled are: (Fall 1998)

The Vice-President will be elected and may go into the office President the following year. (Fall 2003) If she cannot serve the nominee for President must have held an Executive USWGA Board position for at least one year. (Spring 2004)

Any member shall be eligible for an office if she is a member of a state participating club. There shall be no more than two women from one club holding a state office in the same year. This does not apply to the office of State Amateur Chair/Co-chair or State 4-Ball Chair/Co-chair.

Section 4. Resignations
If the office of the president becomes vacant, the vice president is to succeed. If any member of the other offices become vacant, the Executive Board shall appoint someone from the active membership to succeed, preferably some one from the club from which the vacancy occurred.

ARTICLE V - DUES
Section 1. Dues

The Board will establish the dues amount. Dues are considered late if not received by March 1st. (2002). Dues are neither refundable nor transferable. (Spring 1994) (Spring 1999)

The cost of the fall and spring meeting is to be taken from association dues. (See Standing Rule V, 8 re. Material and mailing costs.)

Monies received from dues will be used to supplement the amount of money given to each state-sanctioned tournament. (Fall 1984)

All trophies to be awarded at State tournaments will be paid for out of the general fund, and not the individual tournament monies. (Fall 1998)

Any expenditure (minor or major) will be determined by the USWGA Board of Directors. (Spring 2000)

Section 2. Use of Dues

All participating Ladies Associations must pay dues to cover expenses for the President’s packets and miscellaneous mailings to their associations.

The board shall determine dues amount. (2001)

ARTICLE VI - MEETINGS
Section 1. General Membership

There shall be two general membership meetings annually, with the Executive Board meeting prior to the opening meeting. (Fall 1978)

The Spring Meeting shall be held on a Saturday in March, and the Fall Meeting shall be held on a Saturday in October. They shall be held at a place designated by the President. (Spring 1995)

Section 2. Special Meetings

Special meetings may be called by the Board of Directors or by the President with the consent of the Executive Board.

ARTICLE VII. - AMENDMENTS
Section 1. Notification
Proposed changes to the Bylaws must be presented in writing to the USWGA Board of Directors at least 45 days prior to the next scheduled membership meeting.

Section 2. Approval

The Bylaws may be amended by a simple majority vote by those members voting (present at the membership meeting or those voting by proxy, mail, or email vote). (2002)
