2010 UWGA Standing Rules
UTAH WOMEN’S GOLF ASSOCIATION
The following rules shall govern this association in all cases to which they are applicable and in which they are not inconsistent with the UWGA Bylaws.
ARTICLE I - STATE SANCTIONED TOURNAMENTS
SECTION 1: GENERAL INFORMATION
a. Players must have a current USGA approved handicap, such as a UGA or GHIN handicap. Players must be current members of UWGA. Players must be female at birth.
b. All tournaments must be at least 18 holes.
c. All tournaments are restricted to 144 entrants unless a double shotgun is advertised prior to signing up. If any 9- hole course is hosting a tournament, the field is to be limited to 72 unless advertised as a double shotgun.
d. Entries shall be considered by postmark date rather than the date received. All tournament reservations must be in written form and entry fee paid in advance. No telephone reservations shall be made by the Pro or anyone else.
e. The Chairperson and Co-Chairperson hosting a state sanction tournament do not need to send an entry by mail and are automatically entered in their respective tournaments. The Chairperson and Co-Chairperson hosting the major UWGA tournaments (Spring Open, State 4 Ball, Senior Amateur and Fall Final) do not need to send an entry by mail and are automatically entered in their respective tournaments as are the Executive Officers of the UWGA.
f. For all individual or team tournaments, (with the exception of the Senior State Amateur see Article IV, Section 2), when more legally mailed entries are received than there are openings for a tournament, the following procedure is to be followed: The tournament positions are to be filled by postmark the opening day. Any remaining positions are to be filled from the postmark the second day, and so on, until all positions are filled. If the tournament fills on the first day’s postmark and there are more entries than spots available do a blind draw of the number of individuals or teams that must be eliminated. If not filled until second day repeat the same process and all days that follow.
g. The Board would like to encourage all tournaments to promote good competitive golf among flights and therefore tournaments MUST eliminate all mulligans, frutts and any other gimmicks which effect the scoring of the round of golf. Monies needed for fund raising should use means other than those listed above.
h. Those clubs electing to restrict the number of playing partners to only one with a handicap of nine or under should use the opening date handicap to determine the legitimacy of the team. However, the team shall play the tournament with the most recent handicaps available. This shall avoid the problem of having teams ending up with two or more 0-9 handicappers due to a players having dropped to 9 or less at the last moment, thus having to completely revamp their team a couple of days before the tournament date.
i. Tournament chairs are responsible to determine eligibility and handicaps of all players. Rosters must be e-mailed to treasurer 5 days before tournament date to verify membership. Chair will be given a financial sheet provided by the treasurer after receiving the roster and it will show which members owe dues. Chair of tournament and treasurer or representative will meet at end of tournament. Chair will render money owing for member dues. Treasurer or representative will then give check to cover amount allotted for each player from USWG. All other documents must be turned in within 5 days of last day of tournament.
j. Players must post adjusted scores to posting sheet, unless the tournament is such where an individual score cannot be determined (i.e, a scramble, Chapman or Ryder cup type tournament.). Tournament chairs must post adjusted scores on the UGA or GHIN Handicap System within 5 days of tournament.
k. If a player cannot show for a tournament, refer to UWGA standard cancellation policiy that will be listed in the 2010 Spring Newsletter.
l. A tournament shall be re-paired each day according to GROSS SCORES within flights for any two or three day tournaments. (Exceptions shall be made for the 2nd day of Senior State am see Article IV, Section 4 c.)
m. The amount of money the UWGA shall pay per player for all state-sanctioned tournaments for the current fiscal year will be decided upon by the Executive Board after receiving a report from the State Treasurer.
n. The UWGA Board shall determine UWGA dues for each club (public or private). Dues are payable by March 1st. Dues are used to cover printing and mailing expenses of the President’s Packet.
o. Any Out-of State golfer may play in one state sanctioned tournament by paying a one-time UWGA membership fee of $5.00. This amount is for one tournament only and if a second tournament is entered, that person must pay the remainder of the state membership amount. The $5.00 covers the one tournament only and does not include anything else such as newsletters, etc.
SECTION 2 FLIGHTING
a. All entrants shall be limited to a 36 COURSE handicap maximum. Higher handicaps shall not be eliminated, but must drop to a 36-course handicap to participate.
b. If a tournament is paying both gross and net, the course handicap must be used to determine flights. In team competition the lowest handicap on each team shall be used to determine the flight.
c. Flights MUST be set up so players in each flight have the same opportunity to win either gross or net. Flights should be set up by having the handicap spread as equal as possible in each flight. Flights do not need to have an equal number of individuals or teams in each flight. If you have any questions on flighting please contact the UWGA Tournament Coordinator.
d. All tournaments must have gross and net evenly divided with the gross paid the same as net in all flights. At least one-third of each flight is to be paid. If there is an uneven number in the flight then pay more in gross. In all ties, the money shall be equally split among the players involved.
SECTION 3 CODE OF CONDUCT AND DRESS
Note: The following Code of Conduct and Dress shall be enforced at all UWGA Major Tournaments. It is highly recommended that it also be enforced at all other sanctioned tournaments.
a. The use of cell phones is not permitted on the golf course in a tournament during the play of a hole. If, in an emergency, circumstances necessitate a call to be made, the competitor may use the phone at the turn or between holes. However, it must be turned off before the first player tees off, through the play of that hole. If a phone rings during the play of a hole, the competitors can warn the player the first time and the second infraction must be reported to the "Committee". The Committee shall assess an appropriate penalty that may include disqualification. Caddies are bound by the same rules and the consequences apply to the person they are caddying for.
b. Any woman showing unsportsmanlike conduct towards fellow players, Pro, Tournament Chairs or Tournament Committee could be banned from further UWGA sponsored events. UWGA Board shall review each case.
c. The UWGA Dress Code for state sanctioned tournaments and state team play shall be as follows: no halter tops, denims or bathing suits. Shorts, skirts and skorts shall be no shorter than 6 inches above the knee. It shall be the responsibility of the Board, Tournament Committee and foursome in which the offender is playing to make sure policy is followed.
ARTICLE I– SPRING OPEN TOURNAMENT
SECTION 1. The tournament shall be a 36-Hole event. A different format shall be used each day of the tournament. The UWGA BOARD shall make the decision of which two formats to be used. In the event weather forces closure of the course for one day then it shall become an 18-hole event. If closed for two days then it shall be rescheduled if possible.
SECTION 2. FLIGHTING AND HANDICAPS
a The tournament shall award both gross and net winners.
b. The players full course handicap (up to 36) or a percentage thereof will be used to figure the team handicap depending on which two formats will be played.
c. There shall be no more than a ten-stroke spread between partners.
d. The partner with the lowest handicap shall be used to determine flight.
SECTION 3. If trophies are given in each flight and there is a tie, the UWGA Executive Board shall decide before the tournament whether to have a sudden death playoff or scorecard playoff for the trophies only. All monies shall be split between all of the tied players.
Section 4. The Chair/Co-Chair shall be appointed by the Executive Board.
ARTICLE II – STATE FOURBALL TOURNAMENT (TWO WOMEN BEST BALL)
SECTION 1. The tournament shall be a 36-hole two-day event held at two different courses. In the event weather forces closure of the course for one day then it shall become an 18-hole one-day event. If closed for two days, tournament shall be rescheduled if possible.
SECTION 2. FLIGHTING AND HANDICAPS
a. The tournament shall award both gross and net winners.
b. Partners shall use their full course handicap (up to 36).
c. There shall be no more than a ten-stroke spread between partners.
d. The lowest partner’s course handicap shall determine the flight.
SECTION 3. If trophies are given in each flight and there is a tie, the UWGA Executive Board shall decide before the tournament whether to have a sudden death playoff or scorecard playoff for the trophies only. All monies shall be split between the tied players.
SECTION 4. Scores shall be posted but participants may pick up their ball on a given hole and record either their equitable or probable score.
SECTION 5. It is preferable that the Chair/Co-Chair be from the club hosting the tournament and shall be appointed by the UWGA Board.
ARTICLE III – STATE AMATEUR TOURNAMENT
SECTION 1. The UWGA and the UGA will co-host the tournament and it will be a one day of qualifying and 2 or 3 days of match play depending on number of participants.
SECTION 2. All players shall follow UGA eligibility requirements.
ARTICLE IV - SENIOR STATE AMATEUR TOURNAMENT
SECTION 1. Entry into the Utah Senior State Women’s Amateur shall require ALL of the following:
a. Current membership eligibility.
b. Be 50 years old or older by first day of tournament. Players who are 65 years old or older on the first day of the tournament shall be eligible for the “Super Senior” Event.
c. Residency (as defined in the UWGA Bylaws).
d. Handicap must include a minimum of three 18-hole rounds posted within the current year.
SECTION 2. When more legally mailed entries are received than there are openings for the tournament, the following procedure is to be followed: The tournament positions are to be filled by the lowest handicap up, by the first day’s postmark. Repeat on second day’s postmark, and so on. All past champions who are members of the UWGA and submit a timely entry form are guaranteed a spot regardless of handicap.
SECTION 3. The format shall be 36-Hole Stroke Play. In the event weather forces closure of the course for one day, it shall become an 18-hole event. If closed for two days, the tournament shall be rescheduled if possible.
SECTION 4. FLIGHTING
a. The tournament shall award gross and net winners.
b. Flights shall have no more than a 10-stroke spread as long as there are 10 or more players in that flight.
c. On final day of tournament the top 12 players shall be paired together according to scores regardless of flights. All other players shall remain in their assigned flights.
SECTION 5. A trophy shall be awarded to winner of the field. In the event of a tie, there shall be a sudden death playoff with tied players. If trophies are awarded in other flights and there is a tie, the UWGA Executive Board shall decide before the tournament whether to have a sudden death playoff or scorecard playoff for the trophy only. All monies shall be split between tied players.
SECTION 6. If any club cares to bid on the Senior State Amateur, the tournament be shall played by that club’s local rules and limitations, providing all UWGA Bylaws and Standing Rules are followed.
SECTION 7. It is preferable that the Chair/Co-Chair be from the club hosting the tournament and shall be appointed by the UWGA Board.
ARTICLE V – UWGA FALL FINAL
SECTION 1. The format shall be 36-Hole Stroke Play. In the event weather forces closure of the course for one day, it shall become an 18-hole event. If closed for two days, the tournament shall be reschedules if possible.
SECTION 2. FLIGHTING
a. The tournament shall award gross and net winners.
b. A player’s full handicap (up to 36) will be used.
c. Flights shall have no more than a 10-stroke spread as long as there are 10 players in that flight.
SECTION 3. If trophies are given in each flight and there is a tie, the UWGA Executive Board shall decide before the tournament whether to have a sudden death playoff or scorecard playoff for the trophies only. All monies shall be split between all of the tied players.
SECTION 4. The Chair/Co-Chair shall be appointed by the Executive Board.
ARTICLE VI – GENERAL
SECTION 1. The green fees and prize money of the UWGA Executive Board members shall be paid for by the UWGA for the major State Tournaments: Spring Open, State Four Ball, State Amateur, Senior State Amateur and Fall Final. Said officers will pay for lunch and carts. Officers who do not quality for the Senior State Amateur will have fees waived for another tournament to be decided by the Board.
SECTION 2. The State President's and Treasurer's entry fee shall be paid for by the UWGA for no more than one-half of the other state-sanctioned tournaments, unless said fees are waived by the participating course.
SECTION 3. The green fees and prize money of the Chair/Co-Chair of the State Four Ball, and Senior State Amateur and the Fall Final, shall be paid for by the UWGA for their respective tournaments only. If the Chair of the Senior State Amateur does not qualify for the Senior State Amateur, then the fees for another tournament will be waived as determined by the Board.
SECTION 4. All non-playing family and friends are to be excluded from post-tournament activities.
SECTION 5. The UWGA Board shall determine where the major tournaments (Spring Open, State Four Ball, State Amateur, Senior State Amateur and Fall Final) are to be held the following year.
ARTICLE VII - TEAM MATCHES
Section 1. Team play shall be governed by team rules.
Section 2. The Team Captains, the State Team Captain, and the Assistant State Team Captain, with the State Team Captain voting only in case of a tie shall determine team rules. These team rules shall be determined in a meeting prior to the UWGA Spring or Fall meetings or at the discretion of the State Team Captain.
Section 3. The UWGA shall pay for the green fees and prize money of the State Team Captain and Assistant Team Captain at the year-end team social.

ARTICLE X - AMENDMENTS
These standing rules may be amended or rescinded by a majority
vote of members present at a State Meeting. (Fall 1978)
